General Owners Meeting April 2023

Location and time

The meeting will be held at the same place as previous years: the Las Gaviotas hotel, near the start of the La Manga strip.
The address is Hotel Las Gaviotas, Gran Vía de La Manga, salida 11, La Manga, Cartagena.

The meeting will be held on Wednesday, April 26th and it will commence at 17:00pm., but obviously people will start gathering in the lobby before then.
Parking can be a problem, so it may be advisable to arrive early for that reason, or to share a ride with someone.
Attendance is restricted to one person per property, and to enter you must show some form of official, original (not copied) identification, which for us foreign nationals means our passport and NIE number, or TIE card for residents.
You must be up-to-date with your community payments if you wish to vote later on.

Topics

Five main topics will be discussed and voted on:

  1. Reading and approving, if necessary, the minutes of the last meeting.
  2. Going over the accounts for 2022, income and expenses.
  3. Budget for 2023.
  4. Implementing the agreements reached concerning the debts and illegal building works, and starting the court cases where required.
Demanding a %20 surcharge from those debtors taken to court, as stipulated by Rule 22 of the Internal Administrative Regulation.
  5. Appointing the community officials.
    Requests and questions.

It goes without saying that the meeting won't be limited to these subjects, however; anyone can ask questions or raise issues (at an appropriate time, of course).

The WhatsApp group's part

The reason many foreign owners don't want to attend - or have decided not to come back - to these meetings, is that they feel left out, as the interpreter that management provides is often overpowered by the crowd, or even straight up told be quiet as some people see this as nothing more than an interference.
For this reason, this year, I intend to create a small, separate WhatsApp group with the only purpose of providing live, text-only bullet-point translations of the subjects being discussed at the meeting, so that attending members of our group know, roughly, what's going on.
This will be no easy task: the translation will be one way, as the members of the campsite administration and the Owners Association speak reasonably good English.

This has never been done before at any of the previous meetings, so I don't know how effective it will be, nor do I know how long I can keep it up (these meeting are very tiring!)
This service will be only for members of our group, who are actually present at the meeting.
I know we have several members from non-English speaking countries, but I have to focus on the predominant foreign language.
Once the meeting has finished, I'll delete this new WhatsApp group, leaving only the original one.
Many people can't assist because of the dreaded 90 day rule, but a report on the meeting will be issued later on by management, telling them of the outcome.
If you want to ask a question or make a statement and you're not in the country right now, you'll have to ask a friend or neighbour to do so on your behalf - sadly I can not help you with that.

Is it worth attending the meeting?

Yes, if you want to help in keeping the site running.
The crisis isn't over yet, and our estate's fate may well be decided at this gathering.
