First meeting with the Owners' Association (AsociaciĆ³n de Vecinos)

These questions were asked at a meeting with the Owners' Association on 27/08/2022 at 09:30am.
We met with the Association's president, vice-president and secretary.
At this meeting, apart from discussing the main subjects related to our estate's crisis, we also wanted to introduced ourselves and explain that we are not a competing association nor a different political party; we're an independent group trying to gather and share useful, verifiable information with our members.
It is important to note that the Association assists to the same meetings with the council as the site administrator.
The conversation was transcribed to the best of our abilities.

Transcript

  1. We asked if they were aware of any dates or deadlines imposed by the council, to which they answered none had been issued yet.
     
  2. It was made clear by the association that they believe the site regulations should be enforced on everyone, and that the properties which have a second storey, a roof terrace, any kind of permanent brick-and-mortar structure or parcelas which have not allowed the minimum gap along the boundary need to carry out the necessary work to make their plots comply.
     
  3. When we asked the Association about complying with the council's demands, they said they are prepared to follow the council's instructions.
    However, having received a copy of the reports done on A sector, the Association do not agree with all the criteria used by the site appointed engineer, as they claim the rules applied were too strict.
    Despite this, they stated that anyone who currently already complies with the engineer's rules will comply with their own interpretation of the rules.
     
  4. When we talked about the council's involvement, they mentioned that both the Association and the site administration have taken separate legal action to contest the council's decision, which is still on-going.
    These legal actions would be annulled if the council were to put a dedication commission together to deal with our estate.
     
  5. At the end of the meeting the Association asked us about our view on the current site management, to which we replied we have no opinion on this matter: Our group is set up to share information, not take a political stance.

We thank the Association for the time they took to go through each item with us.
They explained in great detail how the rules changed over the years, as well as who - in their view - is responsible for the current crisis.
We cannot publish these last two conversations, as to our group's purpose the past is irrevelant; we have to focus on what we can do to save our homes right now, and we're not prepared to pick any sides with regards to who to put the blame on; each of our members will have to make up their own minds.
