Event Details
On 01/08/2025, at 19:00, the yearly meeting for members of the original Owners' Association was held, although anyone was welcome to attend and listen.
It was hosted by the high ranking members of the organisation and took place in the Campsite park, outside the church.
Below is a brief summary of the different issues that were disucssed.
This is only my personal interpretation of what was said.
Meeting
To start, a speech was held by representatives of a political party which wishes to unite from Los Nietos to La Manga in a new district - this doesn't affect us in any way, at the moment.
The association president, Juan García, then discussed the following items:
- He explained that the €500 grant to organise activities, which the association was meant to recieve last year, was frozen by the council due to the site not having a licence, which is why he said at the time that the council hadn't provided them with any money.
Note: back then this was a controversial issue, and fortunately it has been cleared up now.
- It was pointed out that many of the main water meters aren't working correctly.
- The concerning increase in debtors was brought up.
- He expressed that the association's main objective right now, is opening the middle area (shop, restaurant, pool, etc.).
- The Council's priority is people's safety, and the visits carried out by the inspectors were to create a general report for the whole site.
- Although we have to wait for further information from the council, the idea is to have a designated person (or persons) on site who can inform owners on which improvements are needed to make their parcela safe.
If there are people who don't comply, then the Council would intervene.
- Electric meters on every parcela are one of the things the Council would like to see.
- The association still wishes to change the contract with Hidrogea, our water supplier, so it works out cheaper for us.
- Fitting cameras on the outside of the toilet blocks (to deter vandalism), redirecting floods around the site, and improving site maintenance are other issues they'd like to tackle.
- The land which the campsite is on, is still considered as nondevelopable.
- Another attempt will be made to legally force the administrator to be changed.
- According to the Coucil, as soon as CapFun hand in their paperwork and the middle area is deemed safe, those facilities will reopen.
The association's solicitor then gave a speech, as well.
- Three groups of people are to blame for our current situation:
1. The site administrators, who did a terrible job running the site and who are responsible for badly managing millions.
2. The council, for letting this happen for all these years.
3. The plot owners, who broke the rules by carrying out building work which was never allowed in the first place, (occupying %100 of a plot, second storeys, etc.).
- It's understandable that all the facilities had to be closed, as it's the only way for the Council to make everyone understand how serious this is.
- Many plots will have to undergo a considerable amount of work, following the Council's indications.
- The association is involved in three different legal processes at the moment, which is what kept the Council from closing down the private plots too.
- The Plan Especial will have to be made with the help of the Cartagena Council.
- So far, it seems that CapFun is prepared to help us in getting the site open again.
- The alterations which are required, will involve separating plots and leaving a clear walkway between buildings.
- Tamper-proof electrical current limitter devices need to be fitted to parcela supplies.
- We will have to face collective and individual expenses.
- When answering a question about what would happen if CapFun suddenly gave up and left, it was said that they'd have to sell the site, and they cannot do so without a licence.
