Legal action against renters of parcelas which are in debt

As we all know, it was agreed at the last owners' meeting that anyone who owns one or more parcelas and owes over €1500 in community fees, would be taken to court.
Then, two different people contacted us, stating that legal action was also being taken against tennants who rented properties which owe a considerable amount of community fees.
After directly contacting the site administrator it was confirmed to be true: anyone who rents a property with a large debt may be ordered by the courts to pay off said debt over time, instead of paying rent to the owner.
The renter can prevent this litigation from taking place by leaving the property in question.
It has to be made very clear that this only affects privately owned properties with a considerable debt, as stated above.
